The District is governed by a board of nine Directors.

About Us:

The District was created in 1993 by the 73rd Texas Legislature HB2862) with the local confirmation election occurring in 1999. The District was initially called the Haskell-Knox Underground Water Conservation. In 2000, a petition was accepted from Baylor County for annexation into the District. Following a local confirmation election, all of Baylor county was added to the District.

The District’s name and authority was modified in 2001 by the 77th Texas Legislature (SB611) to allow for changing the District’s name to Rolling Plains Groundwater Conservation District. Minor changes in the governance of the District were also incorporated into SB611. Since that time, occasional local legislation has been necessary to address issues deemed important to the local citizens.

Baylor, Haskell, and Knox counties, having an areal extent of 2,667 square miles, are located in northwest central Texas. Traditionally, the economy was dominated by agricultural endeavors with some contribution from the petroleum industry. More recently, energy renewables have made significant inroads in the District. This will likely continue due to the favorable location of utility infrastructure in the region.

The District operates through the authority granted by Chapter 36 of the Texas Water Code. The District’s Groundwater management Plan condenses portions of that Chapter to the locally relevant management strategies that Rolling Plains GCD utilizes in its daily operations. The District’s Rules are designed to support goals within the Management Plan. Limiting overdraft and prohibiting waste of groundwater are chief among the practices the District seeks to limit.

Rolling Plains Groundwater Conservation District will strive to develop, promote, and implement water conservation, augmentation, and management strategies to protect water resources for the benefit of the citizens, economy, and environment of the district.
