Budget:

Rolling Plains GCD, like all political subdivisions in Texas, is required to adopt a financial budget each year. Within that process, Directors consider the outstanding obligations of the district, the amount of cash on hand, cash credited to any general, reserved, capitol, or special funds, the amount of money received by the district from all sources during the previous year, the estimated amount of money available to the district from all sources during the ensuing year, the amount of the balances expected at the end of the year in which the budget is being prepared, the estimated amount of revenues and balances available to cover the proposal budget; and, the estimated tax rate or fee revenues that will be required. The budget process is carried out during the June through August time period for the upcoming fiscal year which starts October 1st.

The budget can be amended as the year progresses to address circumstances, challenges, and opportunities that were unknown at the time the original budget was developed. Consideration of the budget, along with hiring the General Manager, are the two most important activities performed by the Rolling Plains GCD Board of Directors. In both cases, the Directors get to be very specific regarding priorities and programs they expect to see incorporated into the District’s activities. In many ways, the budget amounts to the marching orders for staff to execute throughout the year.
