The District is governed by a board of nine Directors.

The District is governed by a board of nine Directors. The Directors are appointed by the Commissioner’s Court of each of the three counties and serve staggered four-year terms. To serve as a Director, individuals must live in the District and meet the requirements to serve in an official capacity just as legislators, aldermen, and other officials.
The current officers are David Albus-President, Loy Studer-Vice-President, and, Chris Orsak-Secretary-Treasurer. The other Directors are Jerry Bob Daniel, Jimmy Burson, Jim Cowsert, Freddie Livingston, Michael Adams, and Ross Short.

The District was created in 1993 by the 73rd Texas Legislature HB2862) with the local confirmation election occurring in 1999.
