Lynn Smith

Lynn Smith has served as the District’s General Manager since the spring of 2023 and is fully responsible for its daily operations, finances, and programs. Before accepting this role, he served as the General Manager at Mesquite GCD. Prior to that, Smith worked for a Texas engineering firm and managed groundwater, petroleum, and geophysics projects in more than 11 states. Mr. Smith earned a master’s degree in environmental science from Tarleton State University and is licensed in Texas as a Professional Geoscientist.

Dora

Dora is an Intern at the District. She attends San Angelo State University. When not working on her database tasks, Dora assists others with collecting water level and water quality data. She also assists with collecting elevation and asset location data in support of the District’s Recharge Program.

Lili

Lili is the Senior Intern at the District. She will graduate from Tarleton State University in 2025 with a BS in Geoscience and a concentration on Environmental Studies. She works in all facets of the District’s field programs. She also provides updates to the District’s Board on various topics when requested.

Reese

Reese is an Intern at the District, serving in the capacity of office assistant. She attends Collin College. Reese primarily works in the office and is currently tasked with a major overhaul of the District’s water well database.

The District was created in 1993 by the 73rd Texas Legislature HB2862) with the local confirmation election occurring in 1999.
